      Its difficult to see how.
Despite fantasy and stories to the contrary – there is no tangible evidence humans have any ability to communicate or sense things other than our 5 senses (sight, smell, taste, touch, sound).
Saying that – just because you don’t have any evidence of something doesn’t mean it can’t be true. But so far every test I’m aware of show humans have zero ability to read thoughts – let alone control them.
So a Charles Xavier style of mind-control is, I think, the stuff of imagination and something I am doubtful we’ll see.

Until recently, people thought this was already possible in the animal kingdom. There is a type of fungus that infects ants and turns them into “zombie ants”. It was thought to “control their mind”, forcing them to climb up to the top of a plant and then bite into it, immobilizing the ant. Eventually, the fungus grows through the ants head… However, the latest evidence on this seems to suggest that what’s going on isn’t actually mind control. The fungus appears to leave the ants brain intact, controlling it’s motor functions directly instead. It essentially turns the ant into a puppet. Pretty grim nonetheless!
