      That is a hard one to answer and depends on what drugs you are talking about – certain drugs not open to the public to buy can be used in a controlled setting like a hospital or a clinical trial, so that they can be tested to see if it improve peoples quality of life or outcomes from particular conditions where other treatment are not working as it would be hoped.
